Your telegram No. 31 No permit is required for

the export of industrial explosives from Hong Kong to

any destination but permit from the Police Department

is required for removal from storage to ship or train

under Dangerous Goods Ordinance llo.1 of 1873.

On the other hand, explosives other than

industrial explosives cannot be exported from the Colony

without export permit under Importation and xportation

Ordinance No. 32 02 1915 See Gazette notification

No. 291 of 1922. It is obvious that any modern explosive

can be employed for military purposes and in view of

tenour of South Test Huchaos produced by Jardines

Government of Hong Kong could not regard shipment in

question as industrial. Moreover Nanking regulations

specifically include dynamite gelignite and

detonators. Repeated to H.M. Minister at Peking No.12.
